His Highness the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah, representing His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, delivered Kuwait's address at the Emergency Arab-Islamic Summit. The full text follows: "In the name of Allah, the Most Gracious, the Most Merciful. My brother, His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the sisterly State of Qatar and Chair of the extraordinary session of the Joint Arab-Islamic Summit; My brothers, Their Majesties, Excellencies and Highnesses, leaders of the Arab and Islamic states; His Excellency Ahmed Aboul Gheit, Secretary-General of the League of Arab States; His Excellency Hissein Ibrahim Taha, Secretary-General of the Organization of Islamic Cooperation; Distinguished guests: Peace, mercy and blessings of Allah be upon you. At the outset, I would like to convey the greetings of His Highness the Amir of the State of Kuwait Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah - may God protect and preserve him - and His Highness's wishes for the success of this extraordinary session of the Joint Arab-Islamic Summit. We extend our thanks and appreciation to His Highness Sheikh Tamim bin Hamad Al Thani, Amir of the sisterly State of Qatar, for the warm reception, generous hospitality and invitation to this summit, which is being held in Doha under exceptional circumstances. We also extend our sincere thanks to you, my brothers, Their Majesties, Excellencies and Highnesses, leaders of the Arab and Islamic states, for your prompt response. We further thank His Excellency Ahmed Aboul Gheit, Secretary-General of the League of Arab States, and His Excellency Hissein Ibrahim Taha, Secretary-General of the Organization of Islamic Cooperation, for the excellent arrangements and preparations. Your Majesties, Excellencies and Highnesses: Our summit today reaffirms our condemnation of the brutal aggression carried out by the Israeli occupation forces against the sisterly State of Qatar and its sovereignty on 9 September. It also underscores that the security of the State of Qatar is a fundamental pillar of the security of our Arab and Islamic nations, and that Qatar is an inseparable part of both. In this context, I extend my sincere condolences to the leadership, government and people of the sisterly State of Qatar for the lives lost in this brutal Israeli aggression, including martyr of duty Bader Saad Al-Dosari - may God rest his soul. Your Majesties, Excellencies and Highnesses: The Israeli occupation forces' persistent violation of the sovereignty of Arab and Islamic states is a continuation of their escalatory approach, the consequences of which we have long warned against. It constitutes an explicit threat to regional and international security, directly undermines international efforts to establish peace in the region, demonstrates blatant disregard for the international order and the rules and principles of international law and relevant charters, and risks plunging the entire region into chaos. While condemning this brutal aggression by the Israeli occupation forces in the strongest terms, we reiterate our call on the international community and the Security Council to fulfil their responsibilities, neither remaining silent nor turning a blind eye to this disgraceful aggression. We call for serious and effective measures to halt the systematic aggression against the states of the region and to hold its perpetrators accountable. Your Majesties, Excellencies and Highnesses: For nearly two years, since the onset of the latest aggression by the Israeli occupation forces against the Gaza Strip, we have closely followed the tireless and sincere efforts of the sisterly State of Qatar to spare Palestinian lives amid the war crimes, genocide and starvation being inflicted upon the brotherly Palestinian people, and to secure a ceasefire agreement among all parties. The blatant Israeli aggression against Doha is clear evidence of the occupation's intention to sabotage every effort to de-escalate the situation and achieve lasting peace in the region. We also commend and appreciate the noble efforts of the sisterly State of Qatar to support Palestinian rights, as grounded in resolutions of international legitimacy and the Arab Peace Initiative, with the aim of establishing an independent and sovereign Palestinian state based on the borders of 4 June 1967, with East Jerusalem as its capital, thereby promoting security and stability in the region. In conclusion, we reaffirm our full support for all measures taken by the sisterly State of Qatar to safeguard its security, stability and sovereignty, as well as the safety of its citizens and residents. We also stress the need for concerted regional and international efforts to halt the escalation in the region and reject any practices that fuel extremism and hatred or destabilize regional security and stability.
